TransiPêche - Scenarios for the ecological and social transition of the French fishing sector

French maritime fisheries are in crisis, due to the combined effect of cyclical economic factors (Brexit, falling demand, diesel prices, etc.) and structural ecological factors (poor resource status, climate change, biodiversity erosion, etc.). This situation calls for a profound and urgent transformation of the sector, which must be supported towards ecological and social performance. A research group has been formed to this end, under the scientific and technical responsibility of the Institut Agro, in partnership with the MNHN, the EHESS-CNRS, and in interaction with civil society actors (Atelier des jours à venir, Bloom association, Shift Project).
The research group aims to address the issue of transitions in a comprehensive and interdisciplinary manner, integrating both ecological and human parameters, particularly their social, cultural, and economic dimensions. The group's main objectives are to:
• Better understand the impacts of the main fisheries, as well as their economic and social performance;
• Understand the drivers and barriers to transitions in the fishing sector;
• Propose transition plans towards a job-rich, carbon-free, and low-impact fishing industry, by devising operational forms of support.
In partnership with the MNHN (Professor Harold Levrel), the Fisheries, and aquatic science Center of the Institut Agro is specifically responsible for the "TransiPêche: Scenarios for the Ecological and Social Transition of French Fisheries" program. This program aims to establish a diagnosis, identify scenarios, and propose a concrete roadmap for the transition of fisheries towards a drastic reduction in CO2 emissions and towards pesco-ecology practices compatible with the preservation of marine biodiversity and the maintenance of fisheries that serve human societies and coastal territories.
The TransiPêche program is organised in 3 tasks: (1) a survey conducted among fishermen engaged in the transition with the objective of analysing the changes in practices of professional fishing stakeholders, their motivations, their methods, as well as the associated obstacles and levers (Quentin Le Bras et al.); (2) a quantitative diagnosis of the fishing, environmental, economic and social performances of French fleets (Florian Quemper et al.); and (3) the identification and assessment of various transition levers, based on the aforementioned diagnosis (Romain Mouillard et al.).
